To Make the Sugar Syrup

  • 1 cup granulated white sugar
  • 3/4 cup water
  • 4 green cardamoms
  • A few saffron strands
  • 1 tsp lemon juice

To Make the Malpua

  • 1 cup all purpose flour/maida
  • 1/2 cup dry milk powder
  • 1/3 cup desiccated coconut powder
  • 1 tsp fennel seeds slightly crushed
  • 1 tbsp granulated white sugar
  • A pinch of salt
  • A pinch of baking powder
  • 1.5 cups warm milk (or more as needed)
  • oil or ghee for frying
